Federal Energy Regulatory Commission (FERC)

The rates, terms, and conditions applicable to the transmission of electric energy in interstate commerce and to the sale of electric energy at wholesale ( i.e ., for resale) in interstate commerce are subject to the authority of  the FERC pursuant to Parts II and III of the Federal Power Act (FPA), 16 USC §§ 824, et seq.
