Office of Hazardous Materials Safety (OHMS)

PHMSA is responsible for issuing the Hazardous Materials Regulations (HMR), 49 CFR Parts 171-180 to implement the Federal hazardous materials transportation law, 49 USC § 5101 et seq . to ensure the safe transportation of hazardous materials in commerce. Hydrogen, a hazardous material, is classified as a flammable gas in the Hazardous Materials Table (49 CFR § 172.101). The transportation of hydrogen, either as a compressed gas or as a refrigerated liquid, is forbidden on passenger aircraft.
